Policies at SCU

Definition of a University Policy (approved University Council Nov 2003)

A Policy is a statement with broad and ongoing application throughout the University, which mandates decision-making or places constraints on activity and contains instructions to ensure compliance with appropriate standards governing the subject matter.

For the purposes of this definition, the Southern Cross University Act, the By-Laws, and Rules approved by Council and Academic Board are all defined as policies.

An 'official' Southern Cross University Policy is one that has been approved by the Vice-Chancellor or University Council (including Academic Board where delegated).

Local Guidelines

Procedural requirements, which relate specifically to the operational activities of a section within the University and do not have the broad cross university application referred to above should not be titled Policy. Such activities may more correctly be labelled local procedures, guidelines, provisions etc.

University Policies will always takes precedence over local guidelines.

It is often also useful to distinguish between a policy, the procedures by which the policy is applied, and the guidelines used to advise those who are affected by the policy or those who have to apply it. A policy may need to be revised less frequently, whereas procedures and guidelines can be changed more readily to suit altered circumstances or include additional material.

Responsibility of Staff and Students

The University's Code of Conduct requires University officers and employees of the University to observe and comply with all relevant By-Laws, rules and policies of the University. A similar responsibility rests with students in matters of policy related to students and their activities.

Both staff and students are expected to foster a reasonable awareness of and ensure adherence to policies and procedures developed by the University.
