Evidence of success in the school change process:  what kinds are needed and how much is enough?

The Action Research Laboratory (ARL) is a school professional development program that integrates the principles of constructivism, the new science, and collaborative action research. The program develops teachers as learners while generating organizational change. But how can we measure success in any program that purports to promote school change? When put to the test, what kinds of evidence and how much evidence suggest that substantive organizational change has taken place?
