Using drones at Southern Cross University
Southern Cross University (SCU) recognises that remotely piloted aircraft (hereafter called drones) provide an increasingly low-cost capability for academic and professional staff to undertake research, teaching, promotional and other university activities. However, the operation of drones can present physical risk for SCU members and the public, as well as regulatory and reputational risk for the University.
SCU regulates staff and student use of drones to ensure compliance with applicable laws and regulations, and the safety of the public. SCU maintains a valid commercial drone operator’s certificate with CASA. Drone operations at SCU are further supported by an Drone Operations Manual and Library. To operate a drone for work at SCU, you need a CASA-certified remote pilot’s licence.
Flying remotely piloted aircraft for work differs significantly from recreational drone flying due to increased safety, training, reporting and operational requirements. WHS and aviation legislation and university policies mandate clear risk management protocols to ensure compliance and mitigate liability. Non-compliance carries serious legal penalties for all involved.
Pilot Registration
All SCU remote pilots in charge must hold a CASA-certified remote pilot’s licence. Registration as a SCU remote pilot includes completing the Pilot Registration form and inductions, as well as annual proficiencies for drones greater than 2 kg in weight and specialised operations.
There is also a range of flight-specific procedures that must be followed, as detailed in the SCU Operations Manual and Library. To operate drones greater than 2 kg in weight, flight application and record will need to be documented in AV-CRM.

Drone Purchasing and Registration
Any SCU person intending to purchase a drone for University purposes must first consult with the Chief Remote Pilot. They will advise of any restrictions or requirements pertaining to the operation of the drone, should it be purchased.
All new drones must be registered with SCU using the Drones Registration form.
All drones greater than 250 g in weight will be registered with CASA by SCU. Prior to CASA registration, a valid account code must be provided to cover costs.
All drones must be maintained using the procedures outlined in the SCU operations library. For drones greater than 2 kg in weight, maintenance will need to be documented in AV-CRM.
