David’s PhD (2014) Queensland University of Technology recognized his thesis regarding the stewardship performance of privatized urban water. David has more than 20 years’ experience in policy, governance and delivery of government commercial services including rail, public works and trustee services. David’s research follow’s the thread of stewardship in local and state public services delivery and has branched into understanding how regional local governments can best deliver services. Current research focuses on the barriers (and solution) to delivery of services by Regional and Remote local governments and the forms of governance, hybrid, privatised, that best suit the delivery of services by the several levels of government. An additional thread of this research are the capacities and influeces involved in smart city theory and parctice.
